In Red Hat (according to my RH 6.1 system), you'll need at least the
cpp, egcs and glibc-devel RPM's. Egcs (pronounced "eggs") is the gcc
package. It's really gcc, just maintained by a different group.

And depending on what you're trying to compile (something based on gnu
configure, for example), you'll probably also need autoconf, automake,
make, and maybe sed and awk or others.
