Maybe hdd is the wrong IDE device. Try mounting it directly (as root)

# mount -t iso9660 /dev/hdb /mnt/cdrom

And try all four IDE positions: hda, hdb, hdc and hdd. If you find
one that works, then reset the /dev/cdrom symlink.

If it still doesn't work, double check the obvious, like the data and
power cables are connected, the IDE controllers are turned on in the
BIOS, there really is a disk in the drive, etc. And if you're still
stuck, tell me what this says:

# ls -l /dev/hd[a-d]
# dmesg | grep -2 -i hd
