LILO is in the Master Boot Record (MBR), you can't get rid of it by
deleting files. If Windows boots ok, then it's not entirely necessary
to remove LILO. And if you want your machine to dual boot, then
you'll need some boot manager in the MBR. LILO can do this, as can
Partition Magic, but if you don't have Linux installed, then you won't
be able to configure LILO.

If you want to remove LILO, you'll have to install some other boot
loader into the MBR. In DOS/Windows, there must be some option to
FDISK to do this (but I don't do Windows, so I can't tell you the
exact command). Be very careful to not disturb your partitions, or
you won't be able to boot anything.
