Netcfg is a GUI network configuration program, package netcfg-2.36-3
in RH 7.1. It provides /usr/bin/netcfg and /usr/sbin/netcfg (I don't
understand why they install two copies of the same program). Anyway,
look for package netcfg (rpm -q netcfg) and install it if necessary.

You could also try netconfig from package pump.

Or, you could just edit the relevent config files by hand.
