I would guess they mean the partition the MBR transfers control to first.
That would be / in the classic unix layout (/, /var, /usr, /home), but
newer Linuxes use a separate /boot partition, so maybe they mean that.
"df" or "mount" will tell you what your partition layout is, and look in
/etc/lilo.conf to see which one you boot into.

Normally, a tar file will make its own directory on extraction, but
not always. "tar tvzf BeOS4Linux.tar.gz | less" will tell you. And
you could always just make a directory, cd into it, extract the tar
file and then look at its layout.
