Jym, Update: Red Hat loaded a new Kernel 2.4.18-10. This error only happens
if I try to boot with this Kernel. Here are the last few messages prior to
lockup:

NET4 Unix domain sockets 1.0/SMP for Linux NET4.0
kmod: failed to exec /sbin/modprobe -s -k block-major-8, errno=2
VFS: Cannot open root device sda2 or 08:02
Please append a correct "root=" boot option
Kernel panic: VFS: Unable to mount root fs on 08:02

System starts OK with Kernel 2.4.18-3

The devil is in the details: Can you show the other messages surrounding this
one? Without more details, all I can tell you is that your system is trying to
do something with a SCSI disk and can't (block-major-8 devices are SCSI disks).
