I've never done this, maybe Jym will offer some more advice. Assuming
you plan to use telephone modems, I guess you'd need several modems,
a range of IP addresses, an upstream Internet Provider, a few machines
(can be Linux) for mail and other servers, tape drives for backup, and
some routers, hubs, cables, etc for glue.

Is this just for you and your buddies, or do you want to have paying
customers? I don't think there's any money to be made in running a
small ISP these days. But you can configure ordinary PC modems to
answer the phone and accept incoming connections, if you just wanted
to try that out and see how it works.

Regarding the Telergy auction, I don't want to buy in large quantities
at an auction. Instead, I'm hoping local stores that carry used
equipment like Computer Clearance Center will do that for me. Then
I'll buy from them in ones and twos in a week or so.
