Basically any program that lets you talk directly to the modem (with
AT commands) should suffice. Many years ago I used Kermit for this.
But Kermit seems hard to find these days, I guess due to licensing
issues (shareware, not GPL). Minicom and Seyon are two alternatives
that usually come with Linux. And I believe even ppp will work in
interactive mode.

I'm not sure to what you're trying to connect. But they may also have
a web site that you can reach with standard TCP/IP tools over a PPP
connection.
